กรมสรรพากรเป็นเจ้าภาพจัดการประชุม SGATAR ประจำปี ครั้งที่ ๕๒ ระหว่างวันที่ ๓๑ ตุลาคม ๒๕๖๖ ถึงวันที่ ๒ พฤศจิกายน ๒๕๖๖
ความเป็นมาของ SGATAR
ในการประชุมระดับรัฐมนตรีเพื่อการพัฒนาเศรษฐกิจของเอเชียตะวันออกเฉียงใต้ (Ministerial Conference for the Economic Development of Southeast Asia หรือ SEAMCED) ครั้งที่ ๕ เมื่อปี พ.ศ. ๒๕๑๓ (ค.ศ. ๑๙๗๐) ที่ประชุมได้ยอมรับความจำเป็นของการมีที่ประชุมให้ผู้วางแผนและผู้บริหาร
การจัดเก็บภาษีในภูมิภาคแลกเปลี่ยนประสบการณ์และความเข้าใจเกี่ยวกับระบบภาษี จึงได้ยอมรับข้อเสนอของฟิลิปปินส์ในการจัดตั้งคณะศึกษาด้านการบริหารและค้นคว้าทางภาษีอากรแห่งเอเชีย (Study Group on Asian Tax Administration and Research หรือ SGATAR) โดยมีญี่ปุ่นซึ่งเป็นผู้สนับสนุนหลักของ SEAMCED สนับสนุนอุปกรณ์ ความช่วยเหลือทางเทคนิค และเงินทุน
การประชุม SGATAR ประจำปี ครั้งที่ ๑ จัดขึ้นในปี พ.ศ. ๒๕๑๔ (ค.ศ. ๑๙๗๑) ณ กรุงมะนิลา ฟิลิปปินส์ และได้มีการประชุม SGATAR ประจำปีต่อเนื่องกันมารวมแล้ว ๕๑ ครั้ง
ในการประชุม SGATAR ประจำปี ครั้งที่ ๔ เมื่อปี พ.ศ. ๒๕๑๗ (ค.ศ. ๑๙๗๔) ได้มีการขยายสมาชิกไปถึงเขตเศรษฐกิจในแปซิฟิก ได้แก่ ออสเตรเลียและนิวซีแลนด์
ในการประชุม SGATAR ประจำปี ครั้งที่ ๔๙ เมื่อปี พ.ศ. ๒๕๖๒ (ค.ศ. ๒๐๑๙) ที่ประชุมได้เห็นชอบให้เพิ่มคำว่า “แปซิฟิก” ในชื่อ คณะศึกษาด้านการบริหารและค้นคว้าทางภาษีอากรแห่งเอเชีย (Study Group on Asian Tax Administration and Research) จึงเปลี่ยนเป็นคณะศึกษาด้านการบริหารและค้นคว้าทางภาษีอากรแห่งเอเชียแปซิฟิก (Study Group on Asia-Pacific Tax Administration and Research)
โดยยังคงมีชื่อย่อว่า SGATAR
ปัจจุบัน SGATAR มีสมาชิก ๑๘ เขตเศรษฐกิจ ได้แก่ ออสเตรเลีย กัมพูชา สาธารณรัฐประชาชนจีน ไต้หวัน เขตบริหารพิเศษฮ่องกง อินโดนีเซีย ญี่ปุ่น สาธารณรัฐประชาธิปไตยประชาชนลาว เขตบริหารพิเศษ
มาเก๊า มาเลเซีย มองโกเลีย นิวซีแลนด์ ปาปัวนิวกินี ฟิลิปปินส์ สาธารณรัฐเกาหลี สิงคโปร์ ไทย และเวียดนาม โดยมีสมาชิก ๑๐ เขตเศรษฐกิจสลับกันเป็นเจ้าภาพจัดการประชุมประจำปีตามลำดับ ได้แก่ ฟิลิปปินส์ สาธารณรัฐประชาชนจีน อินโดนีเซีย ญี่ปุ่น มาเลเซีย ไทย สาธารณรัฐเกาหลี ออสเตรเลีย สิงคโปร์ และนิวซีแลนด์
ไทยกับ SGATAR
ไทยเป็นสมาชิกก่อตั้ง SGATAR และได้รับเกียรติให้เป็นเจ้าภาพจัดการประชุม SGATAR ประจำปีมาแล้ว ๕ ครั้ง ได้แก่
(๑) ครั้งที่ ๕ ปี พ.ศ. ๒๕๑๘ (ค.ศ. ๑๙๗๕) ณ กรุงเทพมหานคร
(๒) ครั้งที่ ๑๓ ปี พ.ศ. ๒๕๒๖ (ค.ศ. ๑๙๘๓) ณ กรุงเทพมหานคร
(๓) ครั้งที่ ๒๒ ปี พ.ศ. ๒๕๓๕ (ค.ศ. ๑๙๙๒) ณ จังหวัดเชียงใหม่
(๔) ครั้งที่ ๓๒ ปี พ.ศ. ๒๕๔๕ (ค.ศ. ๒๐๐๒) ณ จังหวัดเพชรบุรี และ
(๕) ครั้งที่ ๔๒ ปี พ.ศ. ๒๕๕๕ (ค.ศ. ๒๐๑๒) ณ จังหวัดเชียงใหม่
The Revenue Department will host the 52nd SGATAR Annual Meeting from 31st October 2023 to 2nd November 2023.
Background of SGATAR
During the 5th Ministerial Conference for the Economic Development of Southeast Asia (SEAMCED) in 1970, it was recognised that having a forum for tax planners and administrators in the region was essential. The proposal by the Philippines to create a Study Group on Asian Tax Administration and Research (SGATAR) was adopted. Japan, the main sponsor of SEAMCED, provided equipment, technical assistance, and funding.
The 1st SGATAR Annual Meeting took place in 1971 in Manila, Philippines. Since then, SGATAR has held 51 consecutive meetings.
During the 4th SGATAR Annual Meeting in 1974, the membership was expanded to include jurisdictions in the Pacific region, namely Australia and New Zealand.
During the 49th SGATAR Annual Meeting in 2009, it was agreed to add the word "Pacific" to the name. Therefore, it was changed from "Study Group on Asian Tax Administration and Research" to "Study Group on Asia-Pacific Tax Administration and Research", while keeping the abbreviation SGATAR.
Currently, SGATAR has 18 members, including Australia, Cambodia, People’s Republic of China, Chinese Taipei, Hong Kong SAR, Indonesia, Japan, Lao People’s Democratic Republic, Macao SAR, Malaysia, Mongolia, New Zealand, Papua New Guinea, the Philippines, Republic of Korea, Singapore, Thailand, and Vietnam. The hosting responsibility rotates among 10 members, including the Philippines, People’s Republic of China, Indonesia, Japan, Malaysia, Thailand, Republic of Korea, Australia, Singapore, and New Zealand.
Thailand and SGATAR
Thailand was a founding member of SGATAR and had the privilege of hosting the SGATAR Annual Meeting five times:
(1) the 5th Annual Meeting in 1975 in Bangkok,
(2) the 13th Annual Meeting in 1983 in Bangkok,
(3) the 22nd Annual Meeting in 1992 in Chiang Mai,
(4) the 32nd Annual Meeting in 2002 in Phetchaburi, and
(5) the 42nd Annual Meeting in 2012 in Chiang Mai.
